How to join the portal world instance:
1. Join the MAGFest VRChat group: MAG.7456
2. Check the group instance list
Look at the list of official group instances. If more than one instance is listed, then the instance with the most players is likely the active portal instance. The instance may be full, in which case you can join the queue.
